Because of the water temperature of the water in a spa or Hottub, it is necessary to keep an active sanitizer in the water at all times to ensure no Bacteria or Algae can grow. Chlorine or Bromine are the traditional sanitizers and still (despite all the new "miracles" now on offer) are the only systems that allow you to effectively test for water safety. That's why all the new "alternatives" require you to continue to use the same amount of Chlorine with them that you would have used without them! (ie 1 - 2 ppm).
Bromine is also a very effective sanitizer for Hot tubs and Spas. It works in a similar way but is a little more complicated to use at it needs to be weekly re-activated with a dose of shock (oxidizer). It still attacks in the same way as Chlorine but is generally less aggressive on the skin and the good news is that it doesn't turn to gas at high temperatures so most the sanitizer stays in the water with far less getting inside your lungs! In order to be able to package both products they have to be combined with binders and fillers to produce either granules or tablets. These binders and fillers then dissolve in the spa water, releasing the chemicals to do their job. Over time the binders and fillers build up, cloud the water, raise the TDS (Total Dissolved Solids), stain the spa shell, and alter the pH. This process cumulates with the dramatic collapse of TA (total Alkalinity) after 6 to 12 weeks. At this point the water must be drained, the shell cleaned, re-filled with clean water and the chemicals all added and balanced. So is there a better way?????

Chlorine (bleach) is a very effective
sanitizer and attacks most things organic (including your skin,
eyes, lungs, etc) so can cause problems for many users. It is also
very sensitive to pH and loses effectiveness at high pH levels. Its
most important drawback though is that it is very temperature
sensitive and emits chlorine gas above 39 deg C (a typical winter
Hot Tub bathing temperature). Chlorine gas may be carcinogenic.
